Some of my cats were freaked out by ceiling fans, at first. I've never had a dog pay much attention. I hope somebody has a tried & true "what to do" for you because I'm just going to tell you what I'd try in comparison to what I did with my cats.

Do you crate Rosebud? If so, I'd take her for a long, long walk with lots of play to wear her out. I'd get her in her crate inside that room & wait until she's asleep to turn the fan on but try not to wake her in the process. Then, just let her wake up to the fan being on. If she goes crazy, just walk past her & flip the switch off & keep moving. Come back to her when she's quiet & praise her for being calm.

After a few attempts with that method, I'd take her out of that room to the opposite end of the house, & flip the fan on but leave the way back to that room open to her to get back there. Have some treats & toys scattered around that room for her to search & find (hoping to distract her from the fan). I'd leave her on her own to find that fan on in that room & not go to her or anywhere near her & let her find the fan is on & get herself calmed back down without any intervention or attention from you. Leave the house if you have to. Never give the excited, stressed or anxious mind attention ... in this case, just ignore it (in other cases, ignore it or redirect it).

Again, this is just what I would try to get her to work out that fan. I've done similar things with cats putting them in carriers & not turning the fan on until they're asleep. Then, I nonchalantly just walk past them & open their carrier doors to let them find them on & deal with it themselves.

Good luck.

Ohh so right Katz, good suggestion a tired dog is a happy one to rest.
Also, do not turn on the light with it to cause shadows honey. Let it on slow for a few days then as mine, turn it up and mine reverses. Go slow till it gets to be Old Hat so to speak, my dogs could care less, have a couple going. Just be patient and work with her, she will accept it.
