She is likely initiating play out of excitement. I would start heeling work with her "on lead" & put her through some structured obedience training to redirect her to more appropriate behavior.

What kind of dog is she? Some dogs, mostly of the herding group, may have this problem...the best thing to do would be to redirect her attention when she nips your heels.

You could try this, just keep in mind I've never had a dog that did this, but I think this suggestion would work.
Get somebody to help you, and get a long thin line of cording, attach it to your pup, have your helper hold the other end of the line.
Now walk away from the pup, as soon as she's about to nip your heel, have your helper "step and stand" on the line, to prevent the pup from going further.
If your pup looks back at your helper, tell him not to have the line in his hands and/or turn his/her back around...so your pup doesn't know she was stopped by your helper.
Kind of a wake up call, to let the pup know she can't nip heels because she'll be stopped. Now as soon as she is "stopped", wait a second, then turn to her, maybe give her a command to focus her mind on something else, and praise her. Or you could give her a toy/treat.

This will probably take a few tries until the dog gets the idea that nipping at your heels doesn't get her anywhere.

Now on the flip side, did you train her? Does she know basic commands? If not, you could consider taking her to obedience classes, there is a lot she can focus on in this type of environment for sure

I had a feeling she might be a "herder" type of dog Of course any dog could have a habit similar to that...

I hope my suggestion works out for you...and I look forward to reading an update on your pup after you have tried it a few times, hopefully it will be a successful outcome

I agree with MyDogShelby. If she is a herding breed, it is most likely because she is trying to herd you.

Yup, pretty typical play initiation (especially for a herdy pup). I would distract - give her a job to do instead. It doesn't have to be formal obedience, you could throw a ball for her to retrieve or teach her a send away to target or other more 'action packed' off lead type of activity. If she persists with the biting or mouthes hard you can resort to simply ending the interaction entirely - immediately ignore her completely go inside and shut the door (assuming you have a fenced yard). This will send a very strong message.

Right now we do not have a fenced in yard i just take her out on a leash so it is really hard. Right now we are in the process of getting a new house so once we moved then we will be putting a fence in.
