Lightbulb Excessive Scratching

Has anyone ever noticed that puppies tend to scratch a lot in the first 6 months? I am raising my 2nd now and she is doing it a lot like my other dog did when he was a young pup. She has been checked out by the vet and is healthy. Just wondering what you all think this might be...the adult hair growing out and losing the puppy fur?? (that's the best I could come up with)

Maybe it's because they have sensitive skin and dont have their full coats yet to protect them from the environment?
