Angry Puppy Pads

I use pupy pads for my Cairn Terrier. It can be costly. So I ordered special leak proof pads that you can wash and use over and over. Thinking two would be enough. Seems as though putting a clean one down is a signal for her to go pee. I am trying to think of something I can make with towels, old rugs to use in between but want something to put in the middle that will absorb like the pads do. Any Ideas?

I would think you would have to use an enzymatic cleaner to get the smell out.
It is like dogs marking where others have marked.
