Some areas of the Midwest are well known for segments of the population having puppy mills. They routinely debark dogs to try to hide how many dogs they have at their location.

Several years ago now, there were a lot of de-barked Shelties running agility. Have not seen any of them lately, the ones running now bark away normally.
