Honey some smalller breeds like that get upset or frightened and shake just because. A Yorkie lives behind us and when they put it out on leash for Potty it sits n shakes maybe fear of the Shepherds I have frightened it by smell.?
I really do not think it is cold but could be, get it a sweater type of coat to wear, I had one for my Boston and Bulldog (English), because they did get cold leaving them out for exercise or walking them alot.

I found insulated kinda horsey made blankets at a horse show for them they colose with two straps with velcro on ends of them...I still have them long after dogs passed on. I also have sweater coats, u could find out if it is being cold or just shaking. Could be just a genetic thing also and maybe in time it matures might quit. Happy New Year and hope your pet gets over it. Good Luck....

Caitlin, welcome to the forum.
How old is this puppy and how long have you had him? Maybe we can help if we know more.

sounds like your yorkie is suffering from anxiety or panic attack, if you are constantly feeling sorry for him you are feeiding his anxiety and not making him better, I would personally get him out, take him for a walk, or even a brisk walk to get his mind off what scared him, does he like to play fetch?if so get him out and play
I would even go as far as to show him the toy that frightened him is not a problem, sit it by him and let him smell it and let him see that the toy is a positive thing and not something to be freightened of.
I would also advise your brother should stop sscaring the puppy as if you have a timid dog scaring it isn't going to help matters
hope you get things sorted out

If he's truly shaking all the time, you might want to get him to the vet. Some toy breeds get low blood sugar and shake from that. He could need his diet adjusted.
