Default How to help neglected puppy?

Hi y'all, need help in figuring how best to help an abused (perhaps too strong a term to use) but definitely very neglected puppy, about 6 months old. This puppy is on a chain, anchored in the ground, outside, 24 hours a day, 7 days a week, through the heat and rain, with minimal contact/attention given by its owner. The chain is just long enough for it to get into its shelter with its head at the opening of the shelter. When it rains, there are only a couple of small areas, besides the shelter, that aren't covered with water. Its water bowl is tipped over most of the time. The really sad part is, this is the second puppy they've treated like this. We bought/rescued the first one this past March and she has turned into a beautiful, sleek, energetic young dog :-)! We're unable to "buy" this one so how do we help/rescue her? We'd thought about "stealing" her in the middle of the night but they would suspect us right off. If we call the police or animal shelter, the owners will probably suspect us also. Help ... what's the best way to handle this and get this puppy to a better place where she is loved and cared for? Thanks.
P.s. For the life of us, we simply cannot understand WHY these people would get another dog/puppy and treat it exactly the same way as the one we bought/rescued from them in March. As much as we'd like to ask that question, it probably would not go over too good if we did. It's just so hard to understand/fathom their "why" or logic ...

The best thing to do is contact animal control and report it. You can report anonymously and even if they suspect it was you, they can't do anything to prove it because it can be anyone(and if they start harassing you, you can report that to the police too). I understand wanting to avoid conflict with your neighbors, but if they're neglecting the dog it's the best thing to do. Plus, this might make animal control keep an eye on them so they improve the dogs living conditions and if not and they surrender the dog they can keep an eye on them for any future dogs they might get.

If you steal the dog and get caught, they can get you for theft, even if the animal was living in terrible conditions that's not the way to go.

This is so sad I too don't under stand why any one would want to a get a dog let alone a pup and treat it the way they have. Any way Welcome aboard to Df While I agree to try and get this pup away from it's terrible conditions it's experiencing sadly the law is if you go on to some one elses property this will get you in trouble. So I am totaly with Ama on this one report it to the authorities and if the dog is taken away it may be come available for rehoming then you could take this puppy on board Actually you rescued another pup from the same neighbours
so why not do the same thing again but this time with the full weight of the authourities behind you Could you take some photos to prove how
bad the condition are with out being seen? I wish you all the luck in the world and Kudous to you for rescuing the first puppy Let us know how you get on please!!!!

Start a Facebook page. Tell your story and post lots of pictures.

But first do what Ama suggested.

Another thing you might consider is contacting a reputable rescue near you and informing them of the situation. While they have no legal standing, very often their volunteers are wiling to do "friendly outreach" to work with owners who may knowingly/unknowingly not meeting the dog's needs as they tend to have more staff and resources than AC in many areas.
