What's happening is not considered normal and is referred to as fecal incontinence. Your vet is the only one who can diagnose the cause and prescribe treatment.

It could possibly be connected to a birth defect, possibly related to the lack of a fully formed tail.

Your pup should be seen by a vet as soon as possible.
