You seem to have a good understanding of how crate training goes. Yes, if you return to him when he's crying, it will reinforce the crying. I had the same issue with Jericho. I had his crate in the bedroom, but he still screamed. So, I just put his crate at the other end of the house and closed all the doors I could between him and I. I also put him there with a stuffed Kong. He'd eat on the Kong for about 20 minutes and then start the crying...for hours. It took him literally months, but I did not give in. Eventually his crying lessened from hours to hour to 30 minutes to 20 minutes, etc. When it lessened enough, I brought his crate into the room next to mine with the doors open. I, personally, do not like my puppies to be crated out of my bedroom because if they get in distress during the night, I want to hear it and know it. Finally, at about six months, Jericho was not crying anymore and was able to move into my bedroom in his crate. At five years, I have him crated some nights and free some nights.

I also had to work on crate training at agility trials as he struggled with that as well He's great in his crate at shows now.

Just remember, whenever you give in, you are rewarding the screaming and it will be harder to stop later. If you haven't, try the stuffed Kong.
